CONTRACTOR - Texas Promise Coalition – State Replication

1. Introduction & Background 

The Commit Partnership, Dallas County Promise, a coalition of Commit, needs support of codifying statewide systems and practices while providing guidance to replication sites. The ultimate purpose of the Texas Promise Coalition is to demonstrate postsecondary enrollment and retention success leading to securing public funding to sustain Texas Promise work by 2021. The Commit Partnership, Dallas County Promise is accepting proposals in response to this Request for Proposal (this “RFP,” or this “Request for Proposal”) in order to find a qualified source to provide a toolkit for replication, a replication model that is duplicatable, and regional support for replication. Our goal with state replication is to: 

Advise and support (but not run) the replication of Promise in three additional regions (Houston, San Antonio, and Tarrant County) and coordinate with other state replication supporters in Tyler, Austin, and within Trellis Foundation and Educate Texas. 

  • Coach sites in writing policy & processes for their last-dollar scholarship
  • Advise staff on practices for successful transition and retention/completion support
  • Train replication site staff to become continuous improvement coaches and amplify student/parent voice
  • Co-create criteria with replication sites for high-fidelity implementation
  • Create a virtual Texas Promise Learning Community to enable peer support and best practice sharing
  • Support outcome documentation for Texas Promise sites
  • Two Texas sites recruit Promise cohorts in Fall 2020
  • Document The Commit Partnership, Dallas County Promise structure, practices, and lessons learned as a “Promise Toolkit”
  • Contribute to Ballmer Group progress report (due November 30, 2019) 

The objective of this Request for Proposal is to locate a source that will provide the best overall value to The Commit Partnership, The Commit Partnership, Dallas County Promise. While price is a significant factor, other criteria will form the basis of our award decision, as described below:

 

2.  Submission Guidelines & Requirements 

The following submission guidelines & requirements apply to this Request for Proposal:

  1. First and foremost, only qualified individuals or firms with prior experience on projects such as this should submit proposals in response to this Request for
  2. Bidders intent on submitting a proposal should so notify the representative identified on the cover page no later than May 21, 2019.
  3. Bidders must list at least 3 projects that are substantially similar to this project as part of their response, including references for each. Examples of work should be provided as
  4. A technical proposal must be provided that is not more than 7 pages. This technical proposal must provide an overview of the proposed solution as well as resumes of all key personnel performing the work. In addition, the technical proposal should provide a proposed schedule and milestones, as
  5. A price proposal must be provided that is not more than 3 pages. This price proposal should indicate the overall fixed price for the project as well as hourly rates and an estimated total number of hours, should The Commit Partnership, Dallas County Promise decide to award a contract on an hourly rate basis.
  6. Proposals must be signed by a representative that is authorized to commit bidder’s company.

    3. The Commit Partnership, Dallas County Promise anticipates selecting at least two individuals or firms to have more in-depth discussions with and will make an award to one of these “down-selected” individuals or firms.

 

3.      Project Description 

The successful bidder will be responsible for executing phase one of the scope of project related to the replication site criteria, assisting the sites in recruiting a cohort of students to fill the pipeline, and creating a toolkit by which to help the sites navigate the systematic approach to replicating a Promise site.

The Request for Proposal timeline is as follows:

 The targeted project completion is December 31, 2019. Bidders may propose an earlier date and will be evaluated accordingly.

 

6.      Evaluation Factors 

The Commit Partnership, Dallas County Promise will rate proposals based on the following factors, with cost being the most important factor: 

  1. Responsiveness to the requirements set forth in this Request for Proposal
  2. Relevant past performance/experience
  3. Samples of work
  4. Cost, including an assessment of total cost of ownership
  5. Technical expertise/experience of bidder and bidder’s staff 

The Commit Partnership, Dallas County Promise reserves the right to award to the bidder that presents the best value to The Commit Partnership, Dallas County Promise as determined solely by The Commit Partnership, Dallas County Promise in its absolute discretion.
